13 - Persons over 20 yrs of age who cannot read or write
14 - Whether deaf and dumb, blind, insane, idiotic, pauper, or convict.

I transcribed this exactly as it appeared.
I'm thinking that the Mip means Mississippi and Seamstrep is seamstress.
