HISTORY OF JEFFERSON COUNTY Jefferson County was created by the Territorial Legislature on November 2, 1829 from parts of Arkansas and Pulaski counties. It was named for President Thomas Jefferson Pine Bluff is the county seat. The Arkansas River runs through the county and provides plenty of fishing. Jefferson County is home to two museums. The Arkansas Railroad Museum and the Pine Bluff-Jefferson County Museum. The 2000 county population was 84,278.
