Donald Hoy served an ensign in the US Naval Reserve during World War II. He was aboard the freighter Puerto Rican, which was part of the Arctic Convoy when it was torpedoed and sunk off Murmansk on March 9, 1943. His body was lost at sea and not recovered. This marker and the veteran's plaque commemorates his service.
