Stephen Payne was born in 1816 in Washington Co., O., son of
Abraham and Philomela Payne, natives of Connecticut, who died aged 100
years; in 1850 Stephen emigrated to Iowa; in 1858 he came to this
county; served nearly 4 years, in the war, - first in Co. D, 70th Ill.
Inf., then in Co. I, 16th Ill. Cav., then transferred to Co. E, V. R.
C., and discharged at St. Paul, Minn., Sept 5, 1865. Mr. Payne
first married Phoebe Rickey, who was born in 1812, in Belmont Co., O.;
she died in 1843. In 1845 Mr. P. married Catharine Dunn in
Madison Co., O., who was a native of Hampshire Co., Va., and who died
in 1865. Mr. Payne has had 11 children, 6 of whom are
living. He has been a merchant, but is now a farmer on sec. 5,
Lee tp. Is Justice of the Peace, and in politics a
Democrat. P. O., Prairie City.
