This Board consists of the Governor, the Attorney-General, and the Superintendent of Education, who are all ex-officio members, and of the following citizens, appointed by the Governor, one from each Congressional district: Alcee Fortier, of New Orleans; Max Heller, of New Orleans; Thomas Overton, of Marksville; William Clegg, of Lafayette; F. Seip, of Alexandria, and Franklin Garrett, of Monroe.
