Ouachita Parish was formed in 1807 and the parish seat is Monroe. Its name is taken from the Ouachita Native Americans.that runs through Arkansas and the northern part of Louisiana. In 1844, Louisiana divided Ouachita parish and created Morehouse Parish. The year was 1819, when the first steamboat traveled on the Ouachita River. The steamboat, named Monroe, marked the beginning of the city of Monroe, which had originally been named Fort Miro.
