LEON LOCKE Statesman and Author, of Lake Charles, La., was born Jan. 4, 1869, in Oxford County, Maine. He is a prominent member of the Democratic party; has been a member of the Employers Liability Commission. In 1912-16 he was a member of the Louisiana General Assembly. He is also president of the State Chamber of Commerce; and secretary of the Interstate Inland Waterway league of Louisiana and Texas.
