Mayors Address
....The ruinous and decayed state of the fence around a part of the ground at Mount Hope, appropriated for purposes of a public cemetery require that a new one should be built to protect it from the encroachments and depredations of the cattle and other animals that are kept in the adjoining premises, and by reference to the Report of the Cemetery Board, you will also learn that the Pine Grove Cemetery is in some what similar condition. I would therefore join them in recommending that an appropriation be made for fencing, improving and ornamenting the last resting places where sleep all that is mortal of those who have gone down to the grave before us.
