TOWN OF TAYLOR, EARLY HISTORY

January 7, 1911 County Commissioners duly incorporated the Village of Taylor and made a record. 
"Now on this 7th day of February, 1911, aat the regular adjourned January 1911 meeting of the Board of County Commissioners of Loup County Nebraska.  The petition of Robert Rusho and 67 others, asking to be incorporated, into a village by and of the name of the "Village of Taylor".  To incorporate into the Village all the Original Townsite of Taylor also all the Charles Rusho Addition as platted surveyed and of record and also a tract 280 feet all along the North side of the Original Town (measurements given) town of Taylor and also a tract running along the west side of Charles Rusho Addition from NW corner of Block 4 Charles Rusho addition thence West 344 feet, South parallel with this West side of Charles Rusho Addition 1252 feet thence East 344 feet to SW corner of Block 13 of Charles Rusho Addition to the Original Townsite of Taylor.

There were 80 taxable inhabitants residing in such territory.



Approved.-----Trustees appointed:  Geo. W. Clay, J.G. Wirsig, J.H. Coleman, T.F. Croughwell, Robert Rusho until the election and qualification of their successors.  County Commissioners were:  J.Z. Van Houten, Wm. Jameson and W.V. Strohl, D.D. Cheesman, County Clerk.

Robert Rusho was named chairman; A.S. Moon named Clerk of the Village; D.D. Cheesman named Treasurer.

Uriah Bromwich nominated for Overseer of Streets, G.S. Henry nominated for Marshal, R.G. Miller a practicing physcian, Geo. P. Emig and B.B. Holmes were nominated for the Board of Health.

Clerk ordered to procure a Village record and seal.

They set out Ordinances 1 to 18 on Feb. 25, 1911

March 6, 1911 met to give hearing to telephone companies

Bids ask for printing Ordinances in pamphlet form.  Bids from Clarion and News.  Clarion was the lowest, so Clarions bid was accepted.  To be at 50 cents per page, furnish 200 copies.  Page to be 8 1/2 X 6 inches with 1 inch margin on each side of page.  Contract to print Village Ordinances in pamphlet form duly awarded to the Clarion.

On March 20, 1911 the Clerk posted notices for an election to be held April 4, 1911 for purpose of electing 2 trustees for 1 year and 3 trustees for 2 years and for to determing the question: "For Liquor License", "Against Liquor License".  Polls to open at 9 A.M. and remain open until 7 P.M.

Board voted to appoint for an election board:  Geo. P. Emig and Eigel Jensen as clerks of election and Sheridan Miller, Uriah Bromwich and John Messersmith for judges of election. This action taken March 25, 1911.

March 30, 1911...35 Ordinances have now been read for 3rd time and approved.

Upon April 15, 1911 canvas of votes it was found Robert Rusho and J.G. Wirsig were legally elected Trustees for 1 year.  Found J.H. Coleman, Geo. W. Clay and T.F. Croughwell declared duly elected Trustees for term of 2 years.  On Liquor question: For: 20, Against: 24.

April 8, 1911, New Bord met, elected D.D. Cheesman Village Clerk and W.L. Johnson Village Treasurer for next year.  Uriah Bromwich Street Commissioner; G.S. Henry, Village Marshall.

April 22, 1911, Board instructed Clerk to hire J.J. Pigman, County Surveyor of Garfield County to make a survey for grade on certain streets at the rate of 14 per day and Village to pay the expense during time surveyor was at work.

May 6, 1911, Notice to be published notifying all persons owning property abbuting or fronting on these certain streets, to grade streets and build sidewalks along their respective lots, same to be constructed according to the survey made and grade established, and ordinance passed and published, and if they fail to comply the board will cause said grading and sidewalks to be constructed without further notice.

June 3, 1911, Bids opened on sidewalk cross walks construction let to Hise and Dinnels at rate: 4 inch walk to be constructed of cement according to specification at the rate of 10 cents per square foot and all 8 inch walk at the rate of 17 cents per square feet.

July 3, 1911, Dog tags and Dog license book claim was allowed.

July 3, 1911, Village tax for 1911 will be $1.  Levied on each $100 valuation as assessed by the County Assessor and ordering him to place same on tax list for 1911 against the property, both real and personal.

September 4, 1911, Petition filed by W.L. Johnson to have a sidewalk erected along the South side of Block 5 in the Original Townsite of Taylor, and it appearing to the Board that all of the resident owners of the  lots abbutting on the South side of said Block 5 having signed said petition, it was a Motion duly carried, granted as prayed for, provided that the said petitioner names the culvert in the bottom of the draw which said walk crosses on a grade two feet high, and the Clerk is hereby instructed to have published a notice notifying all non-residents of the granting of said petition.  And the Street Commissioner is hereby instructed to establish the grade for the above walk.

Joel Hall applied for a pool hall operators license.  Granted May 6, 1912.

May 13, 1912, a village labor tax of $2 be levied on all males between the ages of 21 years and 50 years.

July 1, 1912, Action carried to collect for all stands in operation on July 4, 1912 the sum of $2.50 each (for all wrestling matches $5 each) bowery dances $2.50 each, cane racks, baby racks, shooting gallerys or other like occupations of $2.50 each for said day.

Many of the sidewalks were built in 1913.

May 15, 1913, a petition of Geo P. Emig, Sheridan Miller and John Abbott for a bridge across the slew on 7th St. between Howard and Murray Streets it was granted and ordered made of plank.  (By Eleanor Lewis place)

1913...All barbed wire fence ordered to be removed along side of all streets within the village.

August 1913, Matter of a Culvert across slough on North side of Block 4 Charles Rusho Addition to Taylor.  It was decided it should be made of cement:  2 arches, 7 feet across and 3 1/2 feet high and 4 feet wide.   Village to furnish all material.  The cost resulted in $41.75 (by: Florence Marshall's).

January 1915, there ought to be a fire and curfue bell purchased.  A 32 inch bell ordered for the sum of $48.  Laid down in Taylor.

February 1915, Ordinance suggested to impose a fine for interferring with the fire bell, imposing a minimum fine of $10 and maximum fine of $50.

March 1915, Ordered 24 foot steel tower for the fire bell and also to erect the same according to verbal agreement.

August 1916 purchased pump and hose for fire protection and provided 4 wells to be located on each corner of the Public Square.  Ordered the fire equipment in January 1917.

February 1917, Ordered to oversee the construction of the Band Stand in the park for storing the fire Engine and hose.  (This was the round bandstand, painted gray)

April 1917 Motion that hitch chains and posts be removed from around the public square and be placed on side streets and that all automobiles be parked  next to the public park around the public square.

June 1918, Motion made that they purchase a road grader for Village.

July 1918, Motion that 4 benches and an 8 foot table be placed in the park.

October 1918, Resolved that no assemblage of persons except public schools shall be permitted in the Village of Taylor until the withdrawal of this order, due to the epidemic of Spanish Influenza.

September 12, 1921, Notes show that what we know as the Tourist Park was being used as such and town paid Della Scotts taxes on the lots for the use.

May 7, 1924, Moved that Mr. Rusho contact Mrs. Scott concerning purchase by the Village of the grounds used as the Tourist Park and the 4 lots adjoining to the north.

August 1924, Meeting a vote of thanks sent to Mrs. Scott for the donation to the Village of the grove and grounds used as a public park and tourist camp ground.

August 9, 1929, The Village Clerk asked to submit a schedule of reduced rates regulating the price to be charged for electric energy by Ackerman Electric Company before granting them a franchise to operate in Taylor, Nebraska.

April 7, 1930 Motion duly carried for Chas. Ralls to construct and erect 2 swings in the public square.  One to be a combination of 4 swings and the other to be of the Giant Easel type.

June 26, 1930, meeting over letting franchise to Western Public Service, for electric service to Taylor and a contract for street lighting between Village and said Company.

June 5,1939 Board to enter into agreement with Melvin W. Poland to lease plot of ground North of river and West of Taylor bridge for a term of 50 years for the consideration of $10 (For the Village Dump)

December 4, 1939, Boted to obtain a water right for the Village of Taylor from North Loup River Public Power and Irrigation Company for purpose of irrigation water for residents.

February 5, 1940, R.A. Litwiller met with Board over mapping the Village of Taylor.  He is to prepare a plat showing altitudes.

February 1, 1943  moved to wreck the old Bank Stand in the park.

April 4, 1944, Taylor Cemetery Association is desirous of transferring all property controlled by it to the Village of Taylor.

April 27, 1944, Some residents ask the Board to take action to clean up all drainage ditches especially the ravine known as the "draw" running thru town, as stagnent water was setting in pools and was unsanitary.

March 1, 1954, rodeo Telephone Membership Corporation was given rights and franchises in and along said streets in Village of Taylor.
