CONSTITUTION OF WILSON JUNIOR

HIGH SCHOOL

Preamble

We the students of wilson Junior High School, an an earnest to form a true self-governing student body, and improve ourselves in citizenship through schalostic, cooperation, and general efficency, do adopt this constitution.

ARTICLE I

Name

The name of this organization shall be "The Student Goverment Organization of Wilson Junior High School."

ARTICLE II

Purpose

The object of this organization shall be to encourage self power in all the students. Under this form of goverment each student shall be responsible for his actions.

ARTICLE III

Colors

The colors of the school shall be blue and white.

ARTICLE IV

Motto

The motto of the school shall be" Every Wilson Student a Good Citizen."

ARTICLE V

Form of Organization

1. There shall be a president, a vice president, and a secretary for the entire student body.

2. These officers shall elected each semester. The election shall take place the second week in January and the second week in June.

3. The candidates for the presidency shall be chosen from the 9-2 class; the candidates for the secteraryship may be chosen from the school at large.

4. President, vice president and secterary shall serve for one semester only.

5. No student may hold more than one major office. Major offices include school president, school vice president, school secterary, social chairman, wilson Citizen editor-in chief, business manager, club presidents, home room presidents, chief usher, display chairman.

6. There shall also be a president's cabinet.

ARTICLE VI

Method of School Election

1. The president, vice president, and secretary by the delegate method, as follows;

a. Each class shall choose a delegate to represent the home room at the nominating convention.

b. Each delegate shall be instructed by his class whom to present as candidates.

c. These delagates shall meet in conventionone week before date of electionand shall nominate candidates for the presidency and secretaryship.

d. From the nominees for the presidency , the two best fitted to be candidates shall be chosen by the student goverment advisors. These shall be balloted by the entire student body. The one who recieves the greatest number of votes shall be become president , the other vice president.

e. Candidates for the secretaryship shall be submitted to faculty advisers. Approved candidates shall be balloted upon by all students and the one recieving the highest number of votes elected.

f. The general election shall take place one week after the nominating convention.

2. The installation of the president, vice president, and secretary shall take place at the semi-annual promotion exercises.

3. If the school president is unable to fill his office the vice-president shall become president. If the vice-president or secretary is unable to fill his office, a new officer may be elected by the presidents cabinetfrom candidates nominated by the remaining officers with the approval of faculty advisers.

ARTICLE VII

Duties of School Officers

1. The president, vice-president, and secretary shall be excutive officers of the student body, and shall be members of all committees.

2. The president shall act as as presiding officer of the president's cabinet and shall call and conduct meetings semi- monthly and at will.

3. The vice-president shall act as chief monitor; he shall act as substitute for the president upon occasion.

4. The secretary shall keep the minutes of all cabinet meetings. He shall keep a roll of all member of the cabinet.and shall keep a record of thier attendance at all meetings. He shall recieve written reports of the activities of all committees appointed by the president. He shall in the absence of the president and vice-president preside over cabinet meetings.

ARTICLE VII

Duties of Ushers

1. There shallm be a chief esher and an assiant appointed by the president, with the approval of faculty advisers .

2. The head usher, with the approval of faculty advisers, shall appoint as many ushers as needed.

3. The ushers are to be stationed at each entrance of the auditoriumand at the curtains and lights back stage.

4. The usher shall prepare for the auditorium for assembliesand entertainments, adjust the shadesand stage curtains, ventilate the auditorium, and eract equipment and scenery that may be needed.

5. The usher shall see that auditorium is darken for movies and the fire exits are lighted.

6. The ushers shall see that all people are seated.

7. The ushers shall be in the auditorium five minutes before an assembly.

8. The ushers are not permitted to chew gum while on duty at any time.

9. Ushers shall help maintain good discipline in assemblies, at movies, and at evening entertainments.

10. Ushers shall give strict attention to thier work, stand erect, and help thier fellow ushers in thier work.

11. Ushers shall attend meetibgs of the president's cabinetwhen requested to do so.

12. Ushers shall carry grades passing in all subjects to retain thier positions.

ARTICLE IX

Duties of Monitors

1. The vice-president shall appoint, with the approval of faculty advisers, as many monitors as needed.

2.The monitors shall see that proper conduct is observed at all times.

a. Monitoes shall see that students do not loiter nor congreate in the lavatories.

b. Monitors shall see that no waste is thrown about the building.

c. Monitors shall be responsible for the maintence of good order in the corridors.

d. Monitors shall assist ushers and class presidents in securing good conductof Wilson students to and from school, at games on the athletic field and at entertainmments.

3. Monitors shall report all disorderly proplr to the office, which shall turn over to home room councils for punishments.

4. Momitors shall report offenders in writing. Reports shall contain offenders name, home room, nature of the offence, date, and the signature of the monitor.

5. All monitors shall stand erect when on duty and refrain from conversation with other students.

6. Monitors shall be dismissed two minutesbefore the bell rings at the end of clasas periods, and shall be in class two minutes after the bell at the begining of class.

7. Monitors must have passing grades to retain thier positions.

ARTICLE X

Duties of Editors

1. The Wilson Citizens Editors-in-chief shall be appointed by the president with the approval of the adviser of the Citizen.

2. The editors-in-chief shall appoint , subject to the approval of Citizen adviser, a business manager, two assistant business managers, two assistant editors, two sports editors, two art editors, and exchange editors, two poetry editors, any special editors needed, and one reported from each half-grade.

3. It shall be the duty of editors to publish the Wilson Citizen.

4. It shall be the duty of the business manager to handle all funds and clerical work of the Citizen.

ARTICLE XI

1. The social chairman shall be appointed for one semester by the president, with the approval of the principal, and faculty adviser.

2. It shall be the duty of the social chairman to arrange weekly assembly programs and to supervise other programs if requested.

3. The social chairman shall preside at school assemblies and introduce assembly speakers.

4. Social Chairman shall carry passing grades to retain thier positions.

ARTICLE XII

Duties of Display Chairman

1. A displays chairman shall be appointed by the president with the approval of faculty advisers.

2. The display chairman shall be responsible for the arrangement of the fronth bulletin boards of the school.

3. The display chairman shall choose his own assistants.

4. The display chairman shall carry passing grades in all subjects to retain his position.

ARTICLE XIII

Duties of Candy Chairman

1. The candy committee chairman ahll be appointed by the president with the approval of the faculty advisers

2. The chairman shall be responsible for the ordering of , care of , and selling of candy after school, at entertainments , and at games.

3. The chairman shall choose his own assistants.

4. The chairman shall carry passing grades in all subjects to retain his position, as shall his assistants.

ARTICLE XIV

Home Room Organization

1. At the head of each room shall be a president, a vice-president, and a secretary-treasure.

2. These officers shall be elected by the students of the home roomfrom a list of candidates chosen by a nomination committee of five elected by the class.

3. All classes shall be organized by the third week of the semester.

4. All student officers who are not successful may be requested to resign.

5. In case of removal of the president, the vice-president shall assume the presidents duties, or a new election shall be held.

6. Each home room shall have a council of five members.

7. The members of this council shall be elected by the students from a list of candidates submitted by the home room officers, with the home romm teacher's approval.

8. The president shall not be premitted to continue in office unless he has an "A" in citizenship and is passing in subjects.

ARTICLE XV

Duties of Home Room Officers

A. Duties of room presidents:

1. The president shall be excutive officer of the class. He shall, with the assistance of the teacher be responsible for the operation of student goverment within his class.

2.The president shall call and conduct class meetings once every two weeks, as soon as possible after the meeting of the president's cabinet, and whenever necessary.

3. The president, with the approval of the home room council, shall appoint committeesfor the following home romm duties:

a) attendance and roll call; b) plant and flowers; c) windows and shades; d) scholarship; e) welfare; f) desks and seats; g) locker inspection; h) bullentin board; i) devotional excerises and activity programs; j) social duties; k) ticket sales; l) book inspection; m)other committees at will.

4. He shall conduct class meetings in the following manner.

a) reading of minutes of the previous meeting; b) old business; c) new business; d) adjournment.

B. Duties of class vice-president:

1. The vice-president shall substiute for the president when the latter is absent.

2. The vice-president shall act as chairman of the home room council.

C. Duties of the of class secretary-treasure:

1. The secretary-treasure shall keep the roll of the class,

2. He shall write and read the minutes of the class meetings.

3. He shall take charge and keep account of any class funds or collections.

D. Duties of home room council:

1. The council shall be responsible for the conduct of the class in the classroom, halls, auditorium,and on stairways.

2. Each homeroom council shall meet when necessary to consider ways and means to improve class conduct or the conduct of individualsin the class.

3. At this meeting, councilors, monitors and home room officers any violations of school or home room constitution or Wilson rules, and shall mete out penalities according to the offence.

4. When necessary, the home room council may report any student to the president's cabinet for drastic punishment.

ARTICLE XVI

1. The president's cabinet shall consisit of school vice-president and secretary, home room president, the social chairman, school editors, chief usher, chairman of standing of standin committes, and the faculty advisers.

2. Cabinet members shall attend all cabinet meetings called by the president.

3. The cabinet shall investigate all charges made to cabinet by home room councils and shall inflict punishments as deemed necessary, with approval of faculty advisers.

4. Standing committees of cabinet shall be :

a) school Beautiful; b) Bulletin Board Inspection; c) Display Cabinet; d) Playground; e) Charter; f) any others decided on by the cabinet

5. Presidents three times absent from cabinet meetings without good excuse shall forfiet thier positions.

ARTICLE XVII

Clubs

1. A club may be established nad maintained by a number of students under the folling provisions:

a. The club shall obtain a charter from the presidents cabinet if the purpose is for the betterment of the school, the proposed club conflicts with no other club already established the club constitution does not conflict with the school constitution, a satisfactory faculty adviser has been secured fo the club.

2. A club charter may be revoked by the president's cabinet if club is found to be unworthy to retain it, either through of unsuitable activity or through offence against school rules.

3. Each club shall submit to president's cabineta written report of thier activities at the end of each semester. These reports shall be filed in the principal's office.

4. All club funds shall be banked by the school.

ARTICLE XVIII

Permits and Excuses 1. Written excuses for absence from school shall be presented at the principal's office upon the pupil's return to school.

2. Permits issued by the principal's office shall be presented to instructors of classes missed by students before students are re- admitted to classes.

3. Students who are tardy shall secure permits from the principal's office and from the teacher who detained them from entering class or home room.

ARTICLE XIX

Honor Cards

1. "Honor Card" shall be stamped on the report cards of the studentas who have an "A" in citizenship and "B" or above in all subvjects, with the possible exception of one minor subject.

ARTICLE X X

A. Scholastic Letter Awards

1. The major scholastic "W" shall be awarded to the school president, vice-president, secretary, Wilson Citizen editors and business manager, head usher, display chairman , scoial chairman, and candy committee chairman.

2. The minor scholastic "W" shall be awarded to chairman of standing committees of cabinet on recommended ation of faculty adviser.

3. The Minor scholastic "W" shall be awarded to the boy and girl recieving the American Legion Awards, the boy and girl recieving the highest scholarist record in each grade, and club presidents, and home room presidents upon the recommendationof faculty advisers.

B. Athletic Awards (Boys)

1. Varsity Basketball. In order to earn a major basketball "W" a player must participate in at least 25 quaters in the ten interscholastic games, or 5/8

of the total number of quaters played. a 9-2 player in order to earn a "W" must participate in 5/8 of the total quarters played in his semester.

2. Basketbell awards and Minor "W". To recieve these awards a player must be a memberof a winning team in a intra-mural league.

3. Boy's Leaders (Minor "W") Members of this group shall be seclected by the physical education instruction according to gynamistic ability. They shall recieve the minor "W" on recommendation of the instructor.

4. Mushball (Minor "W") Members of this squad shall recieve this award upon the recommendation of the principal and coach.

5. Track (Major Track "W") A participant must earn five (5) points in the City Junior High Interscolastic Meetto recieve this award.

6. In all cases the principal and the coach reserve the right to withold a letter from one who proves unworthy, or to grant a letter in a special case, such as illness, accident, etc. C. Athletic Awards (Girls)

1. Tumbler's minor "W". This award shall be gfiven to students who have been members of the club for two semesters, have been absent from meetings more than twice each semester, have done satisfactory work and have been of some service to the club.

2. Basketball felt pins. These awards shall be given to members of winning teams in each class in basketball who have participated in two-thirds of the games scheduled for the team.

3. Volleyball badge. This award to members of winning teams in each class in volleyball who have participated in two-thirds of the games scheduled for the team.

D. American Legion Awards

These awards shall be given to the boy and girl in the eighth grade who are chosen by the eighth grade history classes as those best meeting the requirements set forth by the American Legion and its auxiliary.

ARTICLE XXI

A. Each home room and club shall be entitled to one parety semester providing a favorable report of work and conduct is secured from all teachers.

B. Party regulations

1. In the ninth grade, parties may be scheduled from 7:30 to 10:30, at the discretion of the office.

2. In the seventh and eight grade, parties may be scheduled from 3 to 6, 4 to 6, or 4 to 7p.m.

3. Written permision from the teacher in charge of the group, gym teachers if the gym is to be used, and cookery teacher if the cookery room is to be used, must be secured and submitted at the office at least two weeks before the desired date for the party.

4. Suitable committees should be appointed to care for all necessities, including arrangements, luncheon, entertainments, monitors, tickets, scholarship, conduct, etc.

5. The committee in charge must see that the building and everything used is left exactly as it was before the party.

6. Parties must be held in the gymnasium or a home room.

7. At the end of the party all pupils must leave the building through the same exit and go home in an orderly manner.

ARTICLE XXII

A. Student shall use the stairways as follows:

northwest, down traffic; northeast, up; southeast, down ; southwest, up

B. Students are to observe these rules in the corridors:

1. Keep to the right .

2. Walk; never run.

3. Avoid all possibility of collision.

4. Keep your voices down.

5. Keep your hands to yourself; do not touch others.

6. Do not walk more than three abreast.

7. Take one step at a time on stairs.

8. Do not congregate at monitor's post or outside rooms in which classes are being held.

9. Keep our corridors clean by using recepticles provided for waste.

10. Keep the fountains clean

ARTICLE XXIII

Cafeteria Rules

1. Students who eat lunch at school are to eat in the cafeteria.

2. Students must walk, not run, on the way to and from, and inside the cafeteria.

3. Everyone is to keep the cafeteria clean.

4. Students shall stand in a single line to buy thier lunch, not pushing ahead of students who were there before them.

5. Students Students shall take thier trays to the window and put milk bottles back in cases.

6. Students shall see that the floor and all the tables are clean after each lunch period. All refuse, such as milk bottle caps, lunch wrappers, etc. should be placed in the waste containers.

7. Students must stay seated in the cafeteria. No one is to sit at the end of a table.

8. Students are not to eat food, candy, or ice cream, at lunch time anywhere except in the cafeteria. Gum should be kept out of the building at all times.

9. Students may take candy out of doors, providing it is wrapped up when it is carried out of the cafeteria.

10. No students, except monitors, are to leave the cafeteria floor until the bell rings at the end of lunch periods.

11. Students whp go home for lunch are to report to the cafeteria floor on thier return, remaining there until the bell at the end of thier lunch period rings.

ARTICLE XXIV

Citizenship

Citizenship grades are to be determined by consensus of opinion af all the students teachers and his homr room council. An "A" is to be interpeted as including faithful performance of all scholasticduties to the best of the students ability, courtsey to teachers and students, cooperation with officers and classmates, and active partcipation in school affairs.

ARTICLE XXV

Penalities

A. A detention hall shall be held from 2:35 to 3:30 on Monday of each week.

1. Students shall be sent to detention hall by home room councils or the president's cabinet or student goverment faculty advisers only.

2. Students shall be accompanied by a written report of the offence, the length of time the student is to be kept, and work to be done, signed by the council or cabinet.

3. A student who has been sent to detention three times in one semester shall be turned over to the presidents cabinet for more drastic action.

B. Penalties

1. Students shall make up in writitng work required by teacher.

2. Pupils shall make up missed by remaining in class rooms and making up the required work in writing or as required by the teacher.

3. Students shall be sent to detention hall by the home room tardiness after the second.

4. Student who do not prepare outside assignments shall make up the work by remaining after school hours, but shall forfiet one-third credit for the delay unless they present a good excuse.

5. A student who chews gum or eats candy during school hours shall recieve a low citizenship grade, and may be given other punishment at the discretion of the council.

6. Students who deface and destroy shall be required to pay for those books before recieving thoier promotion. Home room book inspection committee should make report of such students at the end of each semester.

7. Students who smoke cigarettes or use profanity on school premises or during school hours shall recieve "E" in citizenship.

8. Marking walls shall merit punishmentat discretion of the council. Students shall be obliged to remove all marks.

9. Pupils who are discourteous to teachers and classmates may be punished at discretion of the council.

10. Any student who skips class shall recieve an "E" in citizenshipand turned over to the cabinet for punishment.

11. Any student who takes possesion of anything that does not belong to himshall be taken in charge by the school policeman.

12. Students who quarrel shall be given an "E" in citizenshipand may be punished as the cabinet sees fit.

13. Students whose last citizenship grade was "E" shall not participate in activities, including clubs, sports, movies, assemblies, amd entertainments.

ARTICLE XXVI

Amendments

This constitution may be amended in the following manner:

1. The proposed amendment must be intrroduced in the president's cabinet by a member of the cabinet.

2. The amendment must be discussed at every home roomat the meeting following the caninet meeting at which the amendment was introduced.

3. The amendment must be discussed at the cabinet meeting following the meeting at which the amendment has been introduced, home room presidents contributing the results of thier home room discussions.

4. The second meeting of the cabinet after the introduction of the amendment, the amendment may be carried by a two thirds affirmative vote of all home room presidents, with the approval of faculty advisers.

SPECIAL HELP PERIODS

Special help for pupils is given after the close of school at least once a week by every teacher.

Monday, 2:30 p.m. - Mathematics

Tuesday, 2:30 p. m. - English

Wendsday, 2:30 p. m. - Science, Latin, french, Geography, Business Training

Thursday, 2:30 p. m. - History , Civics

Friday, 2:30 p. m. - Special subjects, and spelling

LOST ARTICLES

Students should leave money or valuables with teaqchers or at the office, not in desks or lockers. If a student finds anything that does not belong to him he should bring it to the office at once.

Students may obtain lost articles from the office by identifing them. Junior High students should be able to take care of thier belongings without losing them.

LOCKERS

Locker keys are loaned to students upon then deposit of 50 c; the money is rfeturned when the key is returned at the end of the year.

A second key requires a second deposit.

Students are not allowed to share a locker without special permission from the office.

Students should go thier lockers only before morning home room period, at lunch , and after afternoon home room period.

Lockers should be kept in clean and orderly condition.
