Carter, Samuel Powhatan, naval officer, was born Aug. 6, 1819, in
Elizabethtown, Tenn. He served in the civil war; in 1865 attained the rank of lieutenant commander in the navy;
and was captain in 1870. He subsequently attained the rank of rear-admiral; and was retired from active service
in 1886. He died May 26, 1891, in Washington, D.C.
