Duties of the Special Rangers

From Texas State Library and Archives Commission

STATE OF TEXAS

ADJUTANT GENERALS DEPARTMENT

AUSTIN

--DUTIES OF SPECIAL RANGERS--

By Order of

James A. Harley, Adjutant General,

of the

STATE OF TEXAS

FIRST Your commission as Special Ranger entitles you to all the rights and privileges given any peace officer in the State of Texas, with reference to the execution of the State laws
SECOND It is the desire of this Department that you work in harmony, at all times, with your local peace officers, as far as it is possible.
THIRD In case you hear of any violation of House Bill No, 15, better known as the "Hobby Loyalty Act", you will at once get statements from witnesses, sworn to if possible, and forward to this office for further instructions.  This also applies to suspects in your county, who you think should be investigated.
FOURTH In case it becomes necessary for an arrest to be made the process will be served by your local peace officers, providing they care to do so.  If for any reason they refuse, then you may be called upon to act, after receiving instructions from this office.
FIFTH You are to serve only in your county, and will not be called out, unless something extraordinary happens.
SIXTH Special Ranger appointments are made mainly for the purpose of assisting our local officers in the execution of the "Hobby Loyalty Act" and for the further purpose of assisting our government in every way possible, especially during this war.  You are not expected to make arrests, but are supposed to work under cover as much as possible, and in a secret capacity, and report all disloyal occurrences to this office for instructions.
