Was named in honor of John Hemphill, the first Chief
Justice of the Supreme Court of Texas. It was created in 1876 from Bexar County.
It is situated one county south of the extreme northeast limit of the State on the northand joins the Indian Territory
on the east, and is in what is known as the Panhandle of Texas.
