Dr. Edward Cutbush
wrote the first treatise on military medicine published by an American naval surgeon the 1808 Observations of the Means of Preserving the Health of Soldiers, and Sailors; and on the Duties of the Medical Department of the Army and Navy
 
In 1811 Dr. Cutbush headed a commission to draft rules and regulations for government of naval hospitals.
 
Dr. Cutbush was one of the founders of Columbiana College which later became George Washington University. The 23 May 1813 letter from W. Jones to Dr. Cutbush gives a detailed description of a naval surgeon's duties and responsibilities. This letter is also provides some of the earliest documentation for the medical treatment of civilian employees and slaves at Washington Navy yard.
 
Dr. Cutbush resided on the north side of Pennsylvania Ave near 14th Street, in Washington D.C.
 
Dr. Edward Cutbush is buried in Congressional Cemetery.
